The Revenue Development and Management School was developed in 1965 by Thomas Hines of North Carolina State University. The School is the only Revenue School with a University liaison provided by the prestigious North Carolina State University.

The National Recreation and Park Association (NRPA) and the National Training Center for Public Facility Managers at Oglebay Resort & Conference Center (NTC) have joined together to enhance the Revenue Development and Management School.
